South Korea’s LS Cable Expands Renewable Infrastructure in the U.S.
LS Cable & System announced a ₩1 trillion ($721 million) investment through its subsidiary LS Greenlink USA to build the largest submarine cable factory in the United States. This project strengthens LS Cable’s position as a global leader in high-voltage and submarine cable manufacturing.
According to BusinessKorea, the new LS Cable submarine cable factory will sit along the Elizabeth River in Chesapeake, Virginia. The 396,700-square-meter site will include 70,000 square meters of floor space. Construction begins in 2025 and should finish by 2027.
LS Cable Submarine Cable Factory to Create Jobs and New Technology
The Chesapeake plant will include a 200-meter-tall power cable production tower — the tallest of its kind worldwide. It will produce high-voltage cables for offshore wind farms and large-scale power projects.
Once operating, the LS Cable submarine cable factory will employ about 300 people. The project will boost Virginia’s role in the U.S. clean energy transition and create opportunities in advanced manufacturing.
Major Support from U.S. and State Governments
To encourage the project, the Virginia state government awarded LS Cable & System around $48 million (66.5 billion won) in subsidies and tax benefits. In addition, the U.S. Department of Energy (DOE) granted $99 million (137.2 billion won) under the Inflation Reduction Act (IRA). Together, these contributions total $147 million (about 202.7 billion won)—the largest support package ever provided to a global cable company in the U.S.

Global Expansion and Renewable Energy Projects
This investment aligns with LS Cable & System’s broader expansion strategy. Its affiliate, LS Marine Solutions, is building large-scale cable installation vessels, while LS Eco Energy continues growing its submarine power projects across Europe.
Additionally, LS Cable & System recently began constructing a new manufacturing plant in Querétaro, Mexico. The facility will produce high-capacity busway systems for both the U.S. and international markets and is scheduled for completion in the first half of 2025.
